Here's a press release about the show. It is scheduled to open Valentine's Day, February 14, 2017.
The story is in Spanish, but I have included Chrome's translation below.

Alejandro Gou produce musical "Billy Elliot" in Mexico

The musical "Billy Elliot," which addresses the case of a young passionate dance, will be mounted in 2017 in Mexico with the cast of this country and in the production of Alexander Gou.

In this regard, Gou confirmed that after six years of negotiations managed to acquire the rights, so he thanked the producers of London, England, trust him to jump-start this project.

"It is certainly a great challenge and a great responsibility," said the Mexican producer who has successfully introduced large-scale works such as "Today I can not lift" and "Spamalot", to name a few.

He reported that the piece will raise its curtain on February 14, 2017, so that soon will launch the call to find the protagonist, their alternates and the rest of the cast.

He said that children require between eight and 12 years to dance ballet, tap, sing, act and make acrobatics.

Failure to find them in this country, said the producer willing to do "casting" in Spain, Cuba or Argentina. But he has faith in the students who are preparing to dance schools that exist in Mexico.

Cuba. Now that would be an interesting twist.

Imagine BETM in Cuba .... I think it could work there, especially as the country opens up to tourism. There would be no shortage of talent, and the story (miners' strike; Maggie Thatcher) would be popular. Imagine it in the Gran Teatro de la Habana:
