He is just referring to all the characters that do wear wigs, not the ones who don't. The Billys, Michaels, Tall Boys, Small Boys and Ballet Girls don't wear wigs, and neither do Dad and Tony (although Phil Whitchurch did wear one as Dad). But many of the Ensemble members wear multiple wigs during the show as they change characters. For example, Dead Mum wears a Dead Mum wig when she is playing that character, but she also plays other women in the community, and so she has more than one wig. The alternate Mrs. W, who is also an Ensemble member, will have her own Mrs. W wig, and then she also has the wigs she wears as a woman in the town, etc. The Ensemble member who plays Scab and Posh Dad has two different wigs for those roles. Some of the men have "bald(ing)" wigs in some scenes, but not others. Some wear mustaches for some scenes and not for others. Among the police, there is always one woman (whom you might not even have noticed), who wears a short wig when she is doing that part. Those are just some examples. Hope that helps clear up your confusion.

The latest backstage video is with Lauren Adams, Swing Dresser. There's a trivia question and answer but no answer, just the question being repeated!
