In the video, after the interview, he sings a very lovely rendition of Electricity in Spanish. It's one of the most beautiful versions I have heard of this song.

At 5:23 his name is given as Héctor Gutiérrez, age 12. Here's a Facebook post from February 11 by
Orlando Lopez Cuban Ballet showing him at auditions with three other boys.

The caption translates to:
Hector Gutierrez.
Your Mtro. Orlando Lopez proud of your effort and dedication and a well-deserved prize being selected among the finalists in your national audition of Billy Elliot.. Happy Birthday!!!

This additional post from April 14 has the same singing/dancing portion of the above video. The caption explains the height rejection.

When the maximum height required for the character of Billy Elliot is 1.47 and your son is 1.60 and still a year to the premiere you're doing well? And after we received the news that is too high for the character, your son says, well the good news is that "I can grow at ease"! Hahahahaha!
Billy Elliot a fantastic experience, this video was recorded in October of 2015 when he was only 3 months of training in ballet, thank you: Orlando Lopez Cuban ballet for all your support and above all for believing in him!
Héctor has a public Facebook page with some of his acting/singing credits, although nothing new has been posted in almost a year.

An article in Mexican I have translated using google

Actor David Álvarez motivates and guides the protagonists of "Billy Elliot"

Canadian actor and dancer David Álvarez, winner of the 2009 Tony Award, motivates and guides the protagonists of the musical "Billy Elliot" to be presented in Mexico.

"It's easy for me to do it because I lived the same experience as a kid and I understand what they need to motivate themselves, because it's a tired and difficult job," said Álvarez, who will play the lead role in the adult role.

He remembered that he did his military service for two and a half years in the 25th Infantry Division, and that although they were complicated days, none was as demanding as what he did in Billy Elliot.

"It's the hardest thing I've done in my life and I always tell the kids to understand what they're doing. It's a lot of choreography work, I've become their mentor," said the 22-year-old.

In 2008, Dance Spirit Magazine cataloged David Álvarez as one of the top 10 ballet dancers.

Alvarez said that "the cast is incredible, there is a lot of talent and I can not wait for everyone to see the show, I know it will be a very big success," he said.

The dancer, who received a full merit scholarship for Jacqueline Kennedy Onassis at the American Ballet Theater (ABT) in 2005, said the welcome the cast has given her is positive.

"I already have many friends and all very talented. I met them when we started the rehearsals and it was an incredible experience, they welcomed me with open arms, with a lot of love and affection, that's why I decided to stay."

He reported that he will make the character "Billy Elliot" in his adulthood until the season ends at the Theater Cultural Center 2 or until required in another production in New York.

"To prepare for it I had to take ballet classes because I had stopped practicing it. The last time I did something like that was in 'On the Town' a year and a half ago," he concluded.
