Only an educated guess, I think it means he will start on 23 or 30

I'm aware of what it says on the other forum but if you read the actual article it is ambiguous - see the relevant section below.

From 30 November 2009 (previewing from 23 November), twelve year old Dean-Charles Chapman from Essex will return to the London cast of Billy Elliot the Musical to play the title role. Dean re-joins the Company where, aged seven, he played Small Boy in the original cast and last year he came back to play Billy's best friend Michael.
