I managed to book tickets over the telephone.
They don't accept foreign credit cards, but they were kind enough to reserve the tickets for me and I can pay once I'm collecting them.

This was announced a while ago but doesn’t appear to have been posted here. Billy Elliot will return to Japan in 2020 and the audition process will start soon for the child cast.
